Securitynews.co.id, BANYUASIN- Menyikapi masih ada oknum kepala desa yang tidak transparan terhadap Anggaran Dana Desa yang diberikan/transfer langsung oleh pemerintah ke rekening desa untuk kemajuan desa, maka Hardaya selaku Divisi Humas & Pengaduan LP-KPK Komisi Daerah (Komda) Sumatera Selatan mengatakan, bukti seorang kepala desa kalau mau bicara jujur dalam membangun maka dia wajib memajangkan RAB bangunan di kantor balai desa. Tujuannya, agar semua masyarakat tahu apa saja yang dibangun dan apa saja yang akan dibelanjakan berikut harga satuannya. ”Itu wajib karena dana tersebut untuk masyarakat desa setempat bukan dana kepala desa, karena kepala desa dan perangkat sudah digaji untuk bekerja, dan bukan digaji untuk merampok uang rakyat,” ungkap Hardaya, di ruang kerjanya Minggu (26/1).

Diharapkan, semua masyarakat desa yang mana desanya mendapatkan bantuan pusat yaitu dana desa maka wajib beramai-ramai mempertanyakan dan mengetahui RAB bangunan dana desa. Dikarenakan itu hak masyarakat bukan hak kepala desa, dan apabila kepala desa tak mau maka wajib masyarakat beramai-ramai demo tuntut kepala desa untuk mundur. Berarti kepala desa setempat tak mampu menjadi pelayan desa.

”Jadi, masyarakat di zaman era serba modern sekarang ini dituntut untuk pintar, dituntut untuk berani mana yang hak kalian dan mana yang hak kepala desa. Hak kepala desa untuk anggaran itu hanya sebatas gaji, dan kalau uang bangunan dana desa itu adalah hak masyarakat, jangan maling ayam saja kalian diadili tapi maling uang kalian yang miliaran kalian hanya diam saja,” cetusnya.

Dalam RAB bangunan itu ada mutu dan kualitas bangunan, yang mana contoh dimisalkan adukan semen itu harus 1 × 4 maka masyarakat berkewajiban untuk mengontrol, dan sekarang ini dari kementrian perdesaan dituntut semua bangunan dana desa yaitu mutu yang diutamakan. Dikhawatirkan bangunan-bangunan tersebut baru beberapa bulan saja sudah rusak.

”Kami selaku LP-KPK akan terus menyelidiki dan berperan aktif serta melakukan pengawasan ketat kepada sejumlah Oknum Kepala Desa yang ada dalam wilayah Sumsel yang diduga melakukan penyelewengan ADD. Kepala desa yang baik adalah kepala desa yang telah memajang RAB bangunan di balai desa, dan mendukung sepenuhnya perogram kerja pemerintah pusat dan daerah,” tandas Hardaya.
